[Iqconnectivity] Administrative discussion on Nov 1

As Dinesh has requested today of all group leaders, I am holding the administrative discussion for this working group on the Nov 1 meeting at 1 pm PDT. Attending the session will count as participation toward voting rights, and I will forward the attendance list to Prof. Jinjun Xiong so he can record it as Election Commissioner.
